Preheat oven to 400°F. Grease 4-quart casserole. Mix granulated sugar and cornstarch in 4-quart Dutch oven. Add berries and lemon juice; toss until evenly coated. Heat to boiling. Boil 1 minute; stir constantly. Spoon into casserole. Mix flour, brown sugar, baking powder, salt, and nutmeg in large bowl. Cut in butter, using pastry blender or crisscrossing 2 knives, until mixture resembles coarse crumbs. Stir in hot water until mixture forms soft dough. Spoon dough onto berry mixture. Bake 35 to 45 minutes until topping is golden brown. Serve warm with whipped cream. Garnish with zest.
